Applicants in the System for the Tracking and Processing of Appeals:

• Get registered by completing a registration form on the website;
• Submit electronic inquiries and get responses (notifications) to them;
• Check a list of electronic enquiries submitted and their processing status;
• Submit to the operator of the System for the Tracking and Processing of Appeals information messages and inquiries to get consultation on the issues related to the functioning of the System for the Tracking and Processing of Appeals.

Applicants (except for the persons who are organization administrators or persons in charge) register in the System for the Tracking and Processing of Appeals by way of providing on the website the following data in the application form:

• Last name, first name, patronymic (if any); a residence address (the place of stay); a subscriber number of cellular mobile communications and an e-mail address – for an individual;
• Payer’s identification number; organization name and address, as well as last name, first name and patronymic (if any); an e-mail address and a subscriber number of cellular mobile communications of a person in charge or a person authorized to sign applications in the established manner – for a legal entity.

During registration, an applicant (except for a person who is an organization administrator or a person in charge):

• Confirms the subscriber number of the cellular mobile telecommunications service by entering the confirmation code received in the SMS message to the specified number;
• Confirms an email address by following the link received to the specified address;
• Attaches a public key certificate or a biometric document belonging to him or her in the case of its use for identification and authentication in the System for the Tracking and Processing of Appeals.

When an applicant finishes registration (except for a person who is an organization administrator or a person in charge), the System for the Tracking and Processing of Appeals generates a personal electronic account for an applicant in the automatic regime.

An applicant (except for a person who is an organization administrator or a person in charge) may use for the identification and  authentication in the System for the Tracking and Processing of Appeals the following information:

• Login and password generated by him or her during registration in the System for the Tracking and Processing of Appeals;
• Login and password generated during registration in the National Electronic Postal System;
• His or her public key certificate or biometric document.

As soon as an applicant has gone through identification and authentication procedures (except for a person who is an organization administrator or a person in charge), the System for the Tracking and Processing of Appeals authorizes him or her allowing the use in the personal electronic account of functional capabilities available for the user.
