Terms of Reference of the Scientific Council of the Institution:

• Defining the subject of scientific research, reviewing the structure of the Institution;
• Evaluating scientific activity results of structural subdivisions, temporary scientific teams, individual scientific employees of the Institution and approving a report on their activities;
• Selection by competition and attestation of officials (heads of laboratories) and scientific employees of the Institution in accordance with legislation;
• Reviewing the Institute’s budget estimate;
• Approving research and development plans of the Institution;
• Electing scientific personnel as the members of the General Meeting of the Academy of Sciences.

In addition, the Institution’s Scientific Council:

• Discusses the most important scientific issues, scientific reports and evaluates the scientific activity results of the Institution;
• Makes recommendations on establishing coefficients when increasing salaries of the scientific personnel of the Institution taking into account their work efficiency;
• Considers recommendations on the editorial preparation and publication of scientific papers; considers and recommends major scientific papers (monographs, scientific-analytical reports and proceedings) of the Institution and its scientific personnel for publication;
• Discusses issues on coordination and creative cooperation with other scientific institutions;
• Discusses issues of the effectiveness of international scientific cooperation of the Institution, the progress of research conducted jointly with foreign scientific institutions, and also hears reports of the Institution’s employees on foreign scientific business trips;
• Discusses issues related to the training and advanced training of scientific personnel; systematically hears reports of scientific personnel entitled to scientific supervision, on their work related to scientific personnel training; considers and approves the topics of doctoral dissertations, candidate dissertations of postgraduate students and candidates and makes recommendations;
• Nominates outstanding scientific papers for the State Prizes of the Republic of Belarus, the Prizes of the Academy of Sciences, as well as medals and prizes named after outstanding scientists and discusses scientific papers nominated for prizes by other organizations;
• Nominates the candidates of leading scientific workers of the Institution for awarding honorary titles; nominates candidates for academicians and corresponding members of the Academy of Sciences;
• Submits representations to the State Attestation Body on awarding academic titles in the established manner;
• Makes decisions on competitions to fill vacant positions of heads of research & development subdivisions; chief, leading and senior research scientists; research and junior research scientists.
